i dont agree with your comment about terminating the drail above the reservoir level. In my opinion, usually you will see it draining as close to the bottom with some space before the bottom of the tank. This is to avoid airation or bubbles to form with impact the hydraulic circuit negatively.
furthermore, the drain is as far away to the bottom compared to the reservoir fill neck and this is to allow bubbles to slowly dissipate from the bottom of the tank upwards by the force of atmospheric pressure.
